She simultaneously manages to both dominate the plot, and be completely ignored by it with almost every ending having two distinct versions based on whether Makoto slept with her or not. And instead of being based on the complex love growth and switch system all the other characters get, it's based on a single dialogue choice where Makoto pulls her name out of the air from absolutely nowhere (and is suitably confused when something actually happens).
* Youko's focus in the plot is pretty damn hilarious.
