Throwing a case out for lack of evidence is not Off On A Technicality. Evidence (or lack thereof) is crucial and not a "technicality".

* OffOnATechnicality: Keneely arrests a prostitute, but since she didn't specifically state that she would perform a sex act for money, and because another officer was bribed to replace her trick book with a blank notebook, there's no evidence against her that would hold up in court, and the judge throws the case out.

!!''Busting'' contains examples of:
* OffOnATechnicality: Keneely arrests a prostitute, but since she didn't specifically state that she would perform a sex act for money, and because another officer was bribed to replace her trick book with a blank notebook, there's no evidence against her that would hold up in court, and the judge throws the case out.
* OralFixation: Keneely chews lots of gum, and Farrel usually has a cigarette in his mouth, even though he doesn't smoke. Farrel calls it a nervous habit.
