Factually inaccurate and Accentuate The Negative. They only fulfil 1 to 4 (depending on how generous you want to be and which edition you are using - they no longer have Creative Sterility as of 8th) of the 13 Tolkienesque orc criteria.

* OurOrcsAreDifferent: The humans of the Imperium fit every attribute mentioned in the page for Tolkien-style Orcs. They're near-universally cruel and hostile to other races, act as expendable mooks who are inferior per-man to most other factions but compensate with numbers, are usually helmeted to boot, are extreme omnivores by necessity to the point of being cannibalistic (see corpse-starch), use relatively primitive mass-produced technology with no ability to advance or even reproduce their highest-end gear, worship a sorcerous EvilOverlord who doubles as their WarGod, create stronger soldiers via genetic manipulation to bolster their otherwise pathetic rank-and-file, have physiologically distinct subpopulations from environmental factions and selective breeding that are used for different battlefield roles (abhumans), have a generally crude and brutal aesthetic (less so than the Orks, more so than the Eldar or Tau), live in an oppressive ultra-authoritarian society (with their most common dwellings being Mordor-esque, overindustrialized, overpolluted hive cities), are often produced artificially (clones and artificial wombs being popular in hive cities), define their culture almost entirely via war, and are short compared to the other sapient races (besides the T'au). They'd be a textbook example of Tolkien-style Orcs if they just didn't carry the name "human", though the parallel still fits considering that Tolkien's Orcs were implied to be corrupted Men themselves.

* AlternativeCalendar: Prior to the catastrophic events at the end of the 41st Millennium, the standard calendar used by the Administratum of the Imperium was an interesting case that used a version of the Anno Domini/Gregorian calendar but presented it in a different way to the one used in real life. Due to the unpredictable effect that the Warp has on linear time, the official Imperial calendar incorporated a check number to indicate how reliable a date was with a 0 or 1 indicating that the date was certain while a 9 indicated that it is a date that had been approximated. With the opening of the Cicatrix Maledictum, the Great Rift, doing irreparable damage to the fabric of space-time, however, even this flexible system broke down so the resurrected Lord Commander of the Imperium, the Primarch Roboute Guilliman decreed that there could no longer be a unified chronology across the entire galaxy, and that each part of the Imperium should develop their own local calendar with the opening of the Great Riftand the beginning of the 8th Edition of the game used as year 0.

Local governements often round up Psykers to be taken away in Black Ships. * Ban on A.I.: After humanity invented artificial intelligence and was plunged into the Age of Strife because of the Men of Iron, the Imperium has kept alive the species wide ban on developing artificial intelligence. The Imperium despises the idea so much that A.I. actually stands for "Abominable Intelligence" and even the members of the Adeptus Mechanicus view this technology as heretical. That said, the relatively simple machine spirits within the Imperium's every computer are actually accepted.

* TokenGoodTeammate: The Imperium overall is extremely oppressive of its citizens, routinely slaughtering them in the billions for reasons ranging from "lived near a rebel" to "we wanted to thin out that Hive City", and keeping trillions of them as slaves (the servitors alone number in at least the hundreds of billions, being noted in the 7th Edition Rulebook to comprise nearly the entire population on many worlds, including all Forge Worlds). It treats aliens even worse, being devoted to their eradication in a way that makes them appear identical to Tyranids and Orks to anyone non-human. All that said, some parts of the Imperium count as Token Good Teammates on a faction level, having better living standards for citizens and treating aliens much better. Due to the extreme dysfunction of the Imperium (with multiple codices noting that some of its worlds could go millennia without direct contact with the main body of the Imperium), they're usually allowed to get away with subverting official policy this way.
** The most notable example in the Imperium are the so-called "diplomat Rogue Traders" discussed in the Rogue Trader and Dark Heresy sourcebooks. Ruling their own human empires as effective viceroys, they actively engage in friendly relations with alien civilizations (both uncontacted fringe empires and established contacts, like the Craftworld Eldar) while advocating for the rest of the Imperium to do the same. The standard of living on their worlds is also described as relatively decent, at least compared to the Hive Worlds where the bulk of Imperial citizens reside. It's even said that some diplomat Rogue Traders count aliens among their "trusted companions" and have gone to war with the Imperium itself to protect alien civilizations (albeit, mostly for pragmatic reasons; those trade deals are pretty profitable). If you find a relatively tolerant human character in one of the novels, like the one in Star of Damocles who openly argued with an Inquisitor that he should be allowed to vassalize the Tau ("I have seen few intelligent species better to us dead than alive"), or Roboute Surcouf from Literature/ForgesOfMars who lived among Eldar for a year and then worked with them to save the universe, it's often a diplomat Rogue Trader.
** Xenos Hybris is a radical faction of the Inqusition that says that the Imperium should abandon its policy of extermination of aliens, believing that humanity has much to learn from alien civilizations and much to gain from long term cooperation. It doesn't have much influence outside of the Calixis Sector.
** The Grey Knights don't engage in the extermination wars of most Space Marine chapters, spend almost all their time fighting daemons, and maintain cordial relations with the Necrons and Craftworld Eldar, trading with the former and going out of their way to rescue Eldar Soul Stones to return them to the latter. They're still very brutal when they need to be, though, so this is a relative label.
** Hundreds of worlds at the fringes of the Imperium are noted to engage in regular contact and coexistence with aliens and non-Imperium humans, mostly because the central Imperium lacks the ability to stop them. They're usually as loyal to the Imperium as any core world, but progressive contact with aliens who don't want to eat their face and non-Imperium humans who aren't daemon-worshipers tends to chip at their belief in the Imperium's genocidal policy. As noted in the Tau codices, scores of these worlds ended up willingly joining the Tau Empire in the Timbra Sector when they realized that they could have much better lives there than in the Imperium.

* CommonTongue: Imperial or Low Gothic, which Gothic is used the term for the everyday conversation (and language used by Imperial citizens and is translated into English for the sake of convenience).convenience. How much Low Gothic varies from planet to planet tends to vary with the source material with some simply having differences in pronunciation and slang, while others making it so that it is almost impossible for two citizens from different parts of the Imperium to communicate without an lot of work and/or an interpreter. Some particularly isolated or primitive planets will also have their own local language that is spoken in addition to, or instead of, Low Gothic.

* VestigialEmpire: The Imperium is struggling in a constant HopelessWar for their own survival against everything else. Played with in weird ways in terms of lore, however. The Imperium was 600,000 words strong after its largest campaigns during the Great Crusade, but at the time of the arrival of the Tyranids, it had well over a million star systems under its control. However, even though it was larger, its government was on the verge of total collapse.

* BlingOfWar: Imperial military design tends to vary from the rugged and practical to highly ornate and ostentatious depending on the planet of origin. Having said this, the equipment used by the upper echelons of worlds on the front-line will often augment their more utilitarian equipment with elaborate gothic flourishes and decorated with precious metals. The forces of the Segmentum Solar, and the Sol System in particular, meanwhile tend to be heavily gilded with ostentatious designs due to their proximity to Holy Terra.
