Misuse. I fail to see any hypocrisy here, they are both survivors of trauma yes, but the issue is that Dylan has decided that being traumatized means that he gets to make it everyone else's problem and justifies him enacting a bioterror attack. Jill has not done the same, and therefore can indeed tell Dylan to deal with his trauma rather than use it as an excuse without hypocrisy.
