Actually, Shin is a special exception due to being the only surviving Kaioshin. If there were all four of them still around, Beerus would have more backups. Other universes do in fact reference multiple Kais/Kaioshins, as Zamasu was stated to be a North Kai before getting found by Gowasu. I think the reason we only see one Kaioshin per universe in the Tournament is because they chose one representative Kaioshin rather than get all four of them to go
