I replayed the game, read that audio diary and realised my mistake. It wasn't the Overseer he was addressing, it was just a flunky who was loyal to the Overseer

** Kindness: Despite being royally and justifiably angry at Vandal for granting the Necromorphs passage into the Public Sector, he's willing to hear her side of the story and grant her some leniency should she help in resolving the situation. There's also his orders to evacuate both the Public and Government Sectors when they're compromised, going out of his way to limit the death toll as much as he can despite such actions landing him in very hot water with his higher-ups.

* VillainousValor: While it's undeniable that he's at least partially responsible for Titan Station turning into a necropolis, his personal courage and sheer selflessness is nothing short of extremely commendable. When the Marker first starts his assault on the station, he starts evacuation efforts to save as many civilians as he can when it becomes obvious that the undead plague is spreading too fast to be stopped, then stages a second evacuation to save the lives of his remaining subordinates after Isaac unleashes a gargantuan horde of undead into the Government Sector, while staying behind himself in an effort to ensure Isaac does not reach the Marker.
