On the surface, 849 is about Izuku being more badass than canon, and he is. But the real appeal is the heartwarming moments between characters. Izuku adopting the previous holders as his Family of Choice, Toshinori gushing about his "son" to David, the members of 1A just simply getting along so well. It's a warm and fuzzy story at it's core and I love it for that. Bakugo and Mineta are written out of the story but neither is done truly maliciously. Bakugo in particular gets his own spinoff about his journey to become a hero himself. Character flaws are addressed and done so in a believable way (Izuku bolstering Momo's confidence, Toshi trying to encourage Izuku without turning him into a martyr, etc) and even the inclusion of OFA's Life Drain side-effect is well done.
Perhaps the moment that best sells the story for me is Toshinori telling David that Izuku is his successor, not because Izuku as OFA, but because Izuku's presence makes you feel like everything will be alright. It's a scene that says not only is Izuku more than "The 9th Bearer of One-For-All" but that the quirk is irrelevant to who he is as a person.
