An interesting read, but with some heavy flaws.

This is an admittedly interesting read, managing to capture the characters from both DxD and Jojo's pretty well. The interactions are pretty well written, and certain plot details from each series are blended together well enough they could reasonably fit in each others works.

That being said, the fic is not without some major flaws. The fic is a large victim of the Stations of the Canon, and aside from the presence of characters from other works changing details, some of the arcs are identical to their canon versions. Best example of this is the introduction of Reimi Sugimoto, where aside from Asia being present instead of Koichi, the chapter reads like a script for the episode.

And while it blends some elements nicely, others are not done so well. The Greater-Scope Villain is an unheard member of the Lucifuge family, and aside from Otoishi, her group is largely made of OCs. The Stand Arrow is turned into an object of Heavenly origin, but it raises some questions, such as why the arrow is suddenly sentient.

There's also the fact Mugiwara no Luffy allows his bias' to influence the story. He didn't like Koichi, so Koichi was Adapted Out, and his roles amidst the cast were given to numerous other characters. He's of Christian faith, and as such, one of the bigger ideas in DxD, that God Is Dead, is changed so that God is simply missing, with him hinting by Word of God that this will play into the story later.

And of course the biggest issue arises from Issei, or rather, his dream. For those that are fans of DxD, you'll know that Issei dreams of being a Harem King. Well for the guy who wants to be one, he so far is tied for the smallest harem in the series. Several Jojo characters slowly develop harems of their own, with Akeno, Koneko, and Ravel falling for Josuke, and Xenovia and Elmenhilde falling for Okuyasu. Issei meanwhile is limited to Rias and Asia. Even Irina is implied to have feelings for either Josuke or Bruno, and Sona and Serafall are big fangirls of Jotaro. So its a bit off putting that the guy who actually wants a Harem is being outclassed by his best friend.

Really, the fic does its best when it makes original content. Jotaro vs Genpachi, the return of Mannish Boy as an assassin, the revival of the old Crusaders, its moments like these where the writing shines. Certain characters also get to shine when given new directions. Raynare goes from being the standard Token Motivational Nemesis into a recurring antagonist who eventually pulls a Heel–Face Turn. Jolyne is brought to town as a kid and its made clear Jotaro does care about her, he's just a massive workaholic and doesn't show it properly.

If you handle the fic regurgitating a lot of canon events and are okay with most of Issei's Harem going to people who don't want Harems, this fic is fine for you. If not, then I'll just say its better you don't read it. Spare yourself the trouble and read something else.
