This fic takes the route of several other decent fics and focuses much more on world-building than on relationships. It's somewhat like reading a novelization of a game of Civilization or a similar game, but that doesn't make it any less interesting if you're into things like that.
Only at chapter 12, but quite good so far. However, god-mode is almost inevitable with stories like this. If you dislike that sort of thing, avoid the fic. If you appreciate it, however, this fic is likely to be one of the few fics to do so well.
