This is one of the best SYOT's out there in the SYOT community - and there are a lot, so that should give you a small idea of how good this fic is.
Foaly has no problem showing how dark the world in general with that, never mind how dark the brutal dictatorship of Panem is. You're forced to feel the pain of a diverse range of characters as they each participate in a brutal fight to the death. When multiple characters meet an inevitable end its painful, the outcome is unpredictable and the storylines are always engaging, whether it's the romances or the power play between Luther and Ariel.
There are other multiple high points which Foaly just masters: first of all, her prowess for science means that the arena is cool /and/ accurate. Her ability to write dialogue is second to none. And she can have you laughing so much your lungs her and crying so much your eyes hurt only seconds afterwards. The ending, which is both unexpected and harrowing for a multitude of reasons, is a particular high point of the story, and sets the tone for what I'm sure will be an amazing sequel.
Basically, without spoiling or gushing too much, you should really read this if you like the Hunger Games series, dark humour or having your heart broken (like glass).
