Ever.") as not a veiled promise of some punitive measure he'd perpetrate against the Doctor, but a warning of the gravitas of permitting the Black Guardian to acquire the Key to Time? I want to be sure I didn't overlook some minor subtext in the story as it's presented on-screen.
