In my experience, Batman readers will tell anyone who wonders this at great length that he does do that, that's what the Wayne Foundation is and has been since the 1940s. The problem is that the comics show no sign of this working.

And I'm probably wrong, but I can't think of any occasions when Batman directly killed Ra's al Ghul. There was a period when he was deliberately sealing up every Lazarus Pit he could find, which he characterised as not killing Ra's, just not letting him extend his life, and Ra's characterised as the equivalent of witholding someone's medicine because they were "supposed to die", but that's the closest I can think of.
