You don't need to complete 100% of the requests in order to unlock the request that starts the fight with the Reaper, as Lavenza's "Prison Mail" requests are not required.

It's implied during the visit to Kyoto before the Okinawa trip that Akane did have SMS contact with one of the Phantom Thieves, more specifically with Makoto Nijima, who told Akane to "reach out to her anytime she liked".
