Joe Barbaro appears briefly as Leo's driver in the ending, indicating that he survived the events of Mafia II after all (probably managing to make a separate deal with Leo besides Vito's), albeit like Vito he seems to be stuck at the lower end of the food chain with no prospects for becoming a boss himself (and, given Vito's story earlier, it's likely Joe is essentially Leo's slave, being legally dead and still marked for death and thus completely dependent upon Leo, as well as prevented from contacting his best friend Vito).
I think this is pretty much canonically true because Joe is definitely the driver.
