"Nine and nine meet nine" - one Crystal rules the other three. "Depths of reason" - the 'reason' choice for Agito. "Seal of creation" - the world falls apart on Tempus. "Voice like thunder" - did you WATCH the cutscene for Verdict:Finis? ...I'm probably going to get hell for explaining that here, but whatever.
What does the number nine have to do with the Crystals? What does "the depths of reason" have to do with choosing Agito? What does the seal of creation have to do with the end of the world?

As far as the official translation of the prophecy goes, I ended up finding similarities with Revelation 6:1: "I watched as the Lamb opened the first of the seven seals. Then I heard one of the four living creatures say in a voice like thunder, 'Come!'"
The condition for the prophecy/Tempus Finis is that one nation conquers the whole Orience. The depths of reason stirring means the gods have reason to rain down catastrophe out of nowhere, and breaking the seal of creation can only mean the opposite - peace is disrupted and destruction will follow. The delivery in Chapter 8 does reveal a cruel prophecy twist, and people despair that there is no Agito to save the world, but Class Zero faces the trials and are able to bring Orience to peace beyond the apocalypse.
