In India's Mughal Period, the economy might have been one of the wealthiest but it too was based on extortion. The Emperor would move nobles around to cut loyalty to the people (lowering the possibility of revolt) but because the nobles moved they didn't develop any care for the people under their command and simply tried to get as much money out of them as possible.
