As a Doctor Who fan who grew up in the eighties, I would love this to be the case, unfortunately the facts are these:
1) Of the 21 Controllers of BBC 1 over the years, only two have been knighted: Sir Paul Fox and Sir Bill Cotton (both about 20 years after their tenure). Not even Lorraine Heggessey was honoured for bringing the show back!
2) Michael Grade is the only Controller of BBC 1 to be made a baron, so either the Queen didn't mind that much or she doesn't actually have that kind of veto power over the honours.
Soo... probably not, no.
