In the context of UK politics "smear" means a false alligation. Coming down on one side or the other on whether antisemitism in the Labour party was real or not surely violates the Rule of Cautious Editing Judgment.

Secondly, the conservative party didn't actually run a campaign to highlight antisemitism in the Labour party, because they didn't need to. Once the chief rabbi wrote his letter and Corbyn refused to apologise when asked about it in an interview the story took a life of it's own and the press handled everything without the conservative party needing to lift a finger.
