Something I wondered about possibly adding to an example. So, I learned about the play Sir Thomas More and how there's a specific speech attributed to Shakespeare (as is the play itself) where More shames this "anti-immigrant mob" and I vaguely remembered Wolf Hall mentioning the riots but with no mention of More.

Well, apparently More did make such an effort on what is called Evil May Day and the novel does indeed mention the riots, but no More.
So, is that like a Historical In-Joke that "Cromwell" mentions the riots but avoids saying anything good about More? Worth adding to Historical Villain Upgrade?
