Hayley is reading "What To Expect When You're Expecting" in episode 4 (when she's talking to Agnes). Later in episode 20, Cami quotes it by name when talking to Klaus. Does it count as the Product Placement trope?

No; Product Placement is not an one off unfocused citation; it's when the product in question is very prominent.
