Would "Hayes can be superficial and ditzy, but is also very aware of what's really going on around her, as she deduces very quickly that Sam is reporting back to Wallace in hopes of furthering his career. She's also aware that she was initially picked by Wallace to lead the unit to make him look good and enhance his political career." this fit better as Crouching Moron, Hidden Badass?

I'd say no. That trope seems to require them appearing ditzy most of the time but then turning on the awesome at the right moment. Hayes doesn't seem to fit.

All the main characters know that she is extremely intelligent. She was a highly successful defense attorney and then worked as a university professor. It's Brilliant, but Lazy. When she is unmotivated she just skates by but as soon as she becomes truly invested in the case, she breaks it wide open.
