I pulled Hawk and Dove; I can't find any record of them needing to be together for their powers to work. Hawk was a solo hero for two years between his brother's death in Crisis and Dawn taking up the mantle, then Dawn went solo after Hank's death in Armegeddon 2001 until she found Holly.
Does it count if one person can use the power on their own but the second can only use it with the first person? The example I'm trying to place is from Masters of the Universe. Prince Adam can turn into He-Man whenever he wants but Cringer can only turn into Battle-Cat if he's there when Adam transforms.
