I'm not sure about the Captain America: The Winter Soldier example; it seems to be saying that Steve Rogers is dressed as Steve Rogers. Well, yes...

Okay, I don't get it. If it's done just as prop recycling, how is it a reference? Doesn't the "reference" part at least imply that it's supposed to be consciously referring to it in some way?
