If it's in-universe only, should we categorise by the work in which the trope appears, or the work to which the trope refers?

That's why it's supposed to be limited to In-Universe examples. Some tropes can be both.

Still, though, I've seen more uses of Watch It Stoned as an Audience Reaction—Heavy Metal comes to mind. On that page, it's CLEARLY being used as an Audience Reaction; it needs to be listed as such so that any examples can go on the YMMV page.

No, because In-Universe means it's objective. Any other examples are Not An Example, and should be cut.

I know what it means, and I'm sorry if I wasn't clear before. What I'm saying is, it should be an Audience Reaction because a viewer might choose to go get stoned to enjoy a work more (whether you agree or disagree, it happens). And remember, sometimes Audience Reactions occur In-Universe.

For instance: Heavy Metal is full of plot holes and has poor animation. But it's supposedly better if you Watch It Stoned. Of course, Your Mileage May Vary.

See what I did there?

However, as an In Universe example: Woody Allen displays a dim view of this in Annie Hall when a California party guest says "You ever see Renoir's Grand Illusion? It's hilarious when you're stoned!"

As far as I know, there's no existing equivalent Audience Reaction trope. This Is Your Premise on Drugs isn't the same thing by a long shot.

You're asking to have a YMMV version? I think you've been missing a lot of discussion on this site. Furthermore, your example isn't acceptable even on the YYMV/ namespace.

Just making observations, not a request. :)

Mswordx24's first post above seems to indicate that I'm not the only one with these observations about the page. As you know, Audience Reactions are "...objectively not present in the work at all. It's something fans emotionally go through from experiencing the work." Which, as the earlier troper and I have observed, Watch It Stoned could be a potential Audience Reaction.

Do you see where I'm coming from?

If you're concerned about the page from a logistics standpoint, then I agree that it should be limited to In Universe examples. Everything is better on drugs to someone.

And though I'm a seasoned troper like you, I guess I'm not seeing the same discussions around the wiki about YMMV. Would you mind linking me to one?

I'm not denying that. The point is that all examples must be In-Universe. There is a difference.

There was already a thread discussion which involved agreeing this to limit it to in-universe. So anyone who wants to reverse it has a big uphill battle.
