Which example? 'Cause if it doesn't fit, I think the protocol is to simply cut it.

Sweater vests are not waistcoats. Waistcoats are pretty specifically fancy vests—thin material, button up front, leaves a large part of the dress shirt uncovered.

This should be a subtrope of a nerd/bookworm trope. Your stereotypical male librarian has a sweater vest, bow tie, an horn-rim glasses.
