the 9/11 attacks weren't cowardly, if they were cowardly they'd fly to safety, not suicide bomb themselves into a building

the boxcutters were specifically so that they could actually do damage by succeeding in a hijacking, not so they could scare the passengers so much

it didn't work in one case where the people were much against the idea of crashing planes into cities

but when your job is a suicide mission and you know it, you're not a coward, unless of course... that other trope, fate worse than death exists, and you're doing it just for that, perhaps...

depends on their mental frame of mind really, but cowardly also implies doing "the wrong thing"

they either did the wrong thing bravely, or they did the right thing to avoid punishment (in their own minds, I'm specifically talking about THEIR viewpoint which is blow people up, go to heaven)

since being a coward revolves specifically around someone's mental state as they do something, and the conviction they hold as to whether it's right or wrong... well you get the idea
