I haven't played Saints Row, so could someone please tell me: Does that song actually appear in the game, or did the person who wrote this just write it because the song reminds them of whichever character they are referring to? It it's the latter, then it's not this trope.

It's not about any specific character from the game, however. If anything, the song belongs to the Evil Secret Circle of Secrets or the Evil Omniscient Council of Vagueness. The lyrics, translated from Latin, sound villain-y enough: "Fear us, our ancestors, future generations and past." "There we are reborn, there is someone to dominate."
The arguments for this sound track qualifying as a Villain Song: First person? Check. Boasting/gloating? Check. Crowning Music Of Awesome? Your mileage may vary, but many people seem to think so.
Whether it actually qualifies as a Villain Song or not, I leave to the better judgment of fellow tropers.
I would like to suggest you add the spanish version of the Headless Horseman song in the Disney film. I grew up with Tin-Tan's upbeat song and t this day it scares me way more than the original version ever could. The lyrics got reworked to fit the change in language and feature much more demonic images than that of ghosts ans spooks, also a rough translation of the chorus is " By the night you can see him ride, after the people he will behead. You could make arguments for "Good-bye So Soon" from The Great Mouse Detective being a Villain Love Song, but it's not a Villain Song.
Some of the sections seem pretty massive to this troper. Should they get their own sections like on the Complete Monster page?
the world is so complicatedI think, under the music category Iron Maiden's 'Killers' should be added, its sung from the perspective of a murderer efor Christs' sake. "My Innocent victims are slaughtered with and despise." and it even as the complentary evil laugh as well.

I'm going to have to pull "What I'm Made Of..." as being a Villain Song. Aside from the upbeat tone, some of the lyrics fit more with Sonic than Metal Sonic. For example, the second verse easily sounds like it's referring to the past experiences that Sonic has had with Robotnik and various other final bosses in the series, and the chorus could easily be a reference to Metal Sonic's plan to gather the DNA of the other heroes in the game.
