For whatever reason, most of the cities of Xenoblade are not to scale, although the world that they inhabit is. Major towns pretty much consist of two city blocks and around 80 NPCs, with no recognizable or enterable houses, save two. The only city in the game that approaches a proper scale is the Nopon Village, a giant tree filled with small houses, factories, kitchens, etc.
