Of course it is! To expand on Septimus's answer: Any text containing the words "this trope name" when talking about the trope's name is a reference to the name of the trope. The name of the trope is "This Trope Name References Itself", which contains those very words. This means that the trope's name is a reference to the trope's name. In other words, it references itself.
Is the "dubious case" comment on Noun Verber meant to be an "official joke" or is it natter? I'm always a little hesitant to remove things on index pages like that, as the clarification is actually kind of funny.
