(random passer-by) There is something about the article, particularly the use of mohawk'd goons as generic baddies in generic 1980s post-apocalypse settings that reminds me of... well, did anyone else remember a late-night cable TV show from the early 90s, approximately, with Gilbert Gottfried as a snarky movie host? Possibly his best single line:
"In the future, everyone will look like they're on MTV."
There's no explanation of why the trope has the name it does. What does Quincy have to do with it?
