Specifically in contrast to the Celestial Dragons, who are arguably responsible for the Crapsack World, but aren't really relevant to the main plot of Luffy's quest.

I'm right, your argument is null and void.Is The Heavy the antagonist with the most screen time, the most interaction with the protagonists, or the most impact on the plot? Or is it some mixture of all three?
Because there are a lot of examples that fit into one or two of the above categories, but not the others.
Scaramouche, for example, has far less screen time than Aku, even if you exclude Seasons 1-4. Yet he's listed as The Heavy because he's Aku's favorite and because of some act of terrible violence he committed?
Hide / Show RepliesMany of the examples on this page are that work's Big Bad. Is the Heavy distinguished by being a villain with more screen time with the Big Bad? How much overlap does this trope have with The Antagonist and The Dragon?
Most significantly, should this trope simply be folded into Antagonist? The nature of the trope is very vague, and while the trivia in the description is interesting it could easily be added to another trope's description and The Heavy turned into a redirect.
Why isn't the Heavy from TF 2 the page picture? HIS CLASS NAME IS HEAVY.
SECTONIA DID NOTHING WRONG Hide / Show RepliesI don't really think that the Light from Young Justice count as The Heavy. My understanding of this trope is that it requires a villain who is front and center in the action (which is why The Heavy of Star Wars is Vader, not Palpatine), but the Light always hide in the shadows, in many cases only put in brief appearances in a given episode to confirm that yes, they were behind this, and are fairly rarely confronted directly by the heroes. The Light are very clearly the Big Bad (or a Big Bad, in the second season) but honestly, I don't think YJ really has a Heavy (though Black Beetle in Season Two might come pretty close).
