I don't think it applies. One his father is dead before he took the throne two his mother did all his dirty work. Three his younger brother the more worthy heir didn't get the throne until someone poisoned him because she didn't want her granddaughter marrying him
a variant would be to have a King (or Emperor) who is a powerless figurehead, and accepts that role gracefully, but his heir plans to "restore the Crown to its former glory" after his father dies.
An example would be the would-be Dagobert X, in the Foundation series.

Well.... he was married to the (elected) Queen, so I suppose in the crazy political system that was the Old Republic he could have been the prince consort or something like that.
But Occam's Razor says that Vader is not an example of this trope since he's not of royal blood trying to "jump the cue" (especially since the Emperor didn't have his title by lineage either).
