This trope seems like it encompasses a couple things and should be re written for more clarity.
Does it apply to fantasy police forces?
and is it:
The police are in themselves the antagonists.
The work portrays police as fundementally bad regardless to their role in the plot.
The police are actively revealed to be in the pocket of the antagonist as a twist.
All 3 are good tropes worthy of being pages, but it's ambiguous which one this wants to be.
I suggest this should be focused on The Reveal, and renamed to "Villian Controls The Cops"

"Police in Villian's Pocket" , "Police on Villian's Side"
