I believe it's right aligned if there's a page quote. Otherwise it defaults to left.

The impression I've gotten is that it's always preferred to be right-aligned, but especially if there's a quote. I'm still confused as to why there's a note to not move it? Is there a specific reason?

Why is there a note not to move the picture? Generally, pictures are supposed to be right-aligned.
