I think this is an Undead Horse Trope, not a Discredited Trope or a Dead Horse Trope. Plenty of recent superheroes wear capes, and our page lists many examples; Spawn, Samaritan, The Confessor, Cleopatra (Astro City), Homelander, Black Noir (The Boys), Darkwing and Omniman (Invincible), Mr. Legend from Tiger & Bunny etc. Sure, stuff like The Incredibles and Watchmen makes fun of the impracticality of capes, and a lot of the characters I mentioned are Expies of more famous Cape-wearing superheroes, but they still play the trope straight even though they were created recently.
