Would a comic-book villain with Super-Strength using his high strength to use "bigger guns" with normal infantry tactics (large blocks of C4 as "hand grenades", heavy machineguns like A Rs, (modified) artillery guns like infantry use missile launchers...) fit that trope?

Does it count if the superhero uses (unrealistic) rubber rounds as his/her way to dispense Non-Lethal K.O. to regular enemies and switches to harder ammo and/or grenade against foes with Super-Toughness or Attack Drones or Pointless Doomsday Device?

I see no reason why such an example you cite wouldn't apply as being a Superhero Packing Heat.

Would Bioshock count as an example? Seeing as the main character has guns and super powers?

No. Superhero Packing Heat doesn't mean "person with powers uses guns", it means "Super Hero from the Super Hero genre uses a gun regularly".
