I just realized-maybe I don't see it in the examples, but has there ever been a work where the villain gets the bright idea of swiping the frakking records and using them to hunt down the supers?

This definitely needs editing. Theres a lot of good information here but too much snark and too much fanboy rage (its clear that at least one of the editors is trying to turn the trope itself into a Take That! at Civil War.)
