Does this trope include situations where a non-spy character (usually a sitcom character enacting a Wacky Plot) insists on using Spy Speak, usually to the annoyance of everyone else involved?

I don't see why not. I think both Chuck and Morgan have done this sort of thing at various times on Chuck, for instance.
