I am sure that my adding an entry for the Texas A&M/UT rivavlry will draw a lot of flak from Aggies. But I am one, and I find the thing highly amusing. Is there any way the entry can be protected from vandalism or re-editing?

This page includes an awful lot of weak examples. I think the concept of a "Sitcom Arch Enemy" requires more than just a mild animosity between the characters. The Full House example of Stephanie and Kimmy Gibbler is a case in point—Yes, those characters disliked each other and often traded barbs, but calling them "arch enemies" is quite a stretch.

The Jerry vs. Newman dynamic, I think, is really what this trope is about. I.e., it's where substantial portions of plot and dialogue are devoted to the comically overblown enmity between two ordinary people.

Umm ... King Chicken was an Omnicidal Maniac, willing to go to any lengths to make sure Duckman was alone. He was a real Arch-Nemesis.
