I want to know too. I was wondering if Ciel from Black Butler counted. See, they did have shorts in the 19th century, but Ciel's are unusually short for that time period & he always crosses his legs when he sits & shows off his legs & somehow manages to make sock garters look like lingerie...Probably intentional given that the mangaka dresses him up like a peacock.
