Why are military-grade combat shovels (as opposed to regular garden spades) still listed as Improbable Weapons when they are specially designed to function as weapons?

While I suggested Chiri for the page picture, I honestly don't think the picture chosen is the best. Maybe it should be another picture entirely, or if sticking with Chiri, there's this and this.

Back in the late '90s/early 2ks, Wizards.com forum regular Arturick popularized the phrase "WHAM! *dig dig dig*" (hitting someone with a shovel and hiding the body). It later migrated onto other fora, often coded simply as "the shovel." Worth a mention?
