Only vaguely. According to that article we have a demon which shocked people into suicide which has been retroactively been called a shinigami, and various rulers of the underworld. The phrase itself doesn't seem to appear until the Edo period, which starts in the 1600's.

This trope really is identical to The Grim Reaper. The page image eve proves it the Enlgish loclizations of T He World Ends With You called the "shinigami" reapers. They are just different words for the same concept.

Why is there a Fanfic Recs/Torchwood thingy in the indexes at the bottom of the page? Is that like some kind of error or something? Because I'm pretty sure this page doesn't have particularly much to do with Torchwood fics.
