I don't understand this topic. Why can't the mass just come from the air and the ground he's standing on?

In the latter, because we never see a sudden root system or hole where the shapeshifter is standing. In the former, even assuming the air around them isn't violently sucked in like a vacuum chamber were opened, you can't make an arm out of air (not enough of the heavier elements people are made of).
