Agreed, the picture is not the best example of the trope. The clothes look almost identical to what the cartoon character wears.
A better example would be a "sexy Pikachu" costume. But maybe let's take it to Image Picking?
The only reason that rainbow brite outfit is "sexy" is that it is being worn by a hot model. It is not intrinsically sexy or sexualizing.
