First, since tvtropes loves xkcd I'd like to propose this to represent the Scrub-page: http://xkcd.com/675/ . While it isn't the first thing you think about it might help getting the idea over. It's pretty much the same if you pick up Marvel vs. Capcom 2 on XBLA for the first time and start "explaining" the game to someone who still has fun playing "dat Mahvel" after the 10 years he plays it competitively.
I also would propose to change "Some competitive videogame players accept that some characters/races/etc are more powerful than others. When they're being competitive, they play one of the characters/races that are on the top tier and ignore the rest." to something like "Some competitive videogame players accept that some characters/races/etc are more powerful than others. When they're being competitive, they play one of the characters/races that they have the highest chance of winning with." since that is what not being a scrub is about: "It's perfectly fine to use any option that is available to you in the match unless there's an agreement with the other player(s) not to do this." (this doesn't cover settings/cheats in the menus, hacking the game or tempering with the hardware, only the "valid moves" in the actual match). If somebody is better with mid/low-tier-characters nobody would call him a Scrub for using them.
Something referring to Good Old Fisticuffs could fit in as well, since Scrubs often complain about strategies not being flashy or "skillful" enough. Just like someone could feel after doing an impressive kung-fu-performance and getting knocked out by that one punch.
