I think some of these examples (Boogiepop Phantom and Paranoia Agent in particular) aren't really dealing with the same thing as the others. Because those are both cases where the character focused on in a given episode is doesn't really interact with any of the others. It's not an ensemble with a cast that gets explored as the series goes on, so much as a chain of vaguely connected vignettes.
