I think that the Soviet Artist example could fall under Fridge Brilliance: Eisenhower was looking for Communists in the land of the penguins would make him look sillier than Elmer Fudd.

Almost all the examples on this page are subversions or parodies of this trope. Perhaps we should call this a Dead Unicorn Trope.
