Are there any maximum size requirements for this trope, or is it considered by relative comparison of the two combatants sizes? In other words: Does a person of average size and decent build being evenly matched - or surpassing - a hulking brute who is easily three to four times taller, has tons of massively-bulging muscles, and has proven himself to be ridiculously powerful count as this trope?

No You Know That Thing Where is a bad sign. That the description seems to not require physical strength despite "powerhouse" being in the title is also a bad sign.
