Took out the Juno entry because it doesn't apply. Juno's step-mom specifically says she doesn't have a dog, even though she loves them, because Juno is allergic to them. Juno's parents give her space because she's a teenager who doesn't need or want them around all the time, but they are still clearly involved in their children's lives.
The trope description sets a narrower definition (parents as well-defined characters who happen to be terrible parents) than the trope title would suggest. From the title I would expect it to cover any instance of parents being portrayed as solid characters in a story where their children are nominally the focus of the story.
The title+definition seems to imply that a developed character who is also a good parent is a nonexistent concept.
