I always thought of Painted-On Pants referring to pants of any type being impossibly tight, and Sensual Spandex referring to a bodysuit/bodystocking being worn where it wouldn’t be expected in society.

Like usually for female fighters in some games the only way their buns figure are not fully visible under her pants/shorts is by wearing a skirt, but then the underwear still takes the shape of her figure underneath.
